In order to effectively implement the "Several Opinions on Accelerating the Reform and Development of Trade Association Chambers of Commerce" (Document No. 36), a key seminar was organized by the National Development and Reform Commission on April 2nd in Beijing. The event brought together officials, industry leaders, and representatives from various trade associations to discuss the future direction and implementation strategies of the policy.
Gu Jiabiao, Vice Chairman of the China Federation of Industrial Economics, provided a comprehensive interpretation of Document No. 36 and analyzed the current status of trade association chambers. He emphasized the importance of aligning with the new guidelines and offered practical suggestions for effective implementation.
Gu Jiaxuan highlighted the significance of Document No. 36, calling it a landmark achievement that introduced several firsts for trade associations. For the first time, the document clearly outlined the functions of industry associations, introduced the concept of "institutionalization of the industry association system," and included specific provisions on improving corporate governance structures within these organizations. He noted that this marked a major breakthrough in the management of trade associations and opened up new opportunities for their development.
Gu Jialu proposed that, following the meeting, a draft outline detailing the reform and development of trade association chambers should be prepared. This document would be jointly submitted to the General Office of the State Council by the National Development and Reform Commission, the Ministry of Civil Affairs, and the State-owned Assets Supervision and Administration Commission of the State Council.
Over a dozen association representatives attended the symposium, including those from the China Federation of Commerce, China Coal Industry Association, China Federation of Machinery Industry, China Petroleum and Chemical Industry Association, China Textile Industry Association, and the China Federation of Logistics and Purchasing. They engaged in in-depth discussions on the challenges facing trade associations, the progress made in implementing Document No. 36, and the necessary policy measures to support further reform and development.
The event underscored the importance of collaboration among government departments and industry bodies to ensure the successful implementation of the new policy framework, which is expected to bring greater efficiency, transparency, and autonomy to trade association chambers across China.
