In order to effectively implement the "Several Opinions on Accelerating the Reform and Development of Trade Association Chambers of Commerce" (Document No. 36), a key seminar was organized by the National Development and Reform Commission on April 2nd in Beijing. The event brought together representatives from various industry associations, government officials, and experts to discuss the implementation and future direction of the document.
Gu Jiabiao, Vice Chairman of the China Federation of Industrial Economics, provided a comprehensive interpretation of Document No. 36, highlighting its significance and analyzing the current state of trade association chambers of commerce. He also shared his insights on how to effectively carry out the policies outlined in the document, emphasizing the need for structural reforms and improved governance.
Gu Jiaxuan praised the importance of Document No. 36, calling it a milestone in the development of industry associations. He pointed out that this document marks the first time that the functions of industry associations have been clearly defined, and it introduces the concept of "institutionalization of the industry association system." Additionally, it is the first time that the State Council has explicitly mentioned the need to "improve the corporate governance structure of industry associations." According to Gu, the release of this document represents a major breakthrough in the management of industry associations and opens up new opportunities for their growth and development.
Gu Jialu proposed that after the meeting, a draft outline for the reform and development of trade association chambers of commerce should be prepared. This document should be jointly submitted by the National Development and Reform Commission, the Ministry of Civil Affairs, and the State-owned Assets Supervision and Administration Commission of the State Council to the General Office of the State Council for further review and guidance.
Several dozen industry associations, including the China Federation of Commerce, the China Coal Industry Association, the China Federation of Machinery Industry, the China Petroleum and Chemical Industry Association, the China Textile Industry Association, and the China Federation of Logistics and Purchasing, participated in the symposium. They engaged in in-depth discussions on the challenges and issues facing the development of trade associations, the progress made so far in implementing Document No. 36, and the necessary policy measures to support the ongoing reform and development of these organizations. The session was highly interactive, with participants sharing experiences and offering recommendations to strengthen the role and effectiveness of trade associations in the national economic landscape.
