The Kane County Chronicle recently published an article discussing a ballot referendum affecting certain residents within the Elburn Fire Protection District. This vote, scheduled for November 4, will determine whether these residents wish to join the Fox River and Countryside Fire/Rescue District.
This upcoming ballot initiative has taken on a political tone. The Elburn Village Board has recently passed a resolution opposing the potential separation, with Fox River Fire Chief Greg Benson stating that some critics are circulating misleading information about his district. Approximately 3,000 registered voters reside in the proposed disconnection zone, which is roughly bordered by LaFox Road to the east, Anderson Road to the west, Campton Hills Road to the south, and Silver Glen Road to the north.
Elburn and Countryside Fire Protection District Chief Kelly Callaghan emphasized that his agency has consistently provided reliable fire and emergency medical services (EMS) to this area, highlighting their recent opening of a station in Lily Lake to enhance coverage. "Our department has been around for 132 years—far longer than three," Callaghan noted.
Benson countered by arguing that the quality of service wouldn't suffer since a judge confirmed that the territory would receive equivalent service from the Fox River district. In fact, he claimed residents might experience faster 911 response times. Calls from the disconnection area currently go through Kane Comm and then to Tri-Com before dispatching, which can take up to four minutes. In contrast, Fox River's system processes calls directly through Kane Comm in about two-and-a-half minutes.
Joining the Fox River district could result in reduced property taxes for homeowners, as Benson pointed out that Elburn's tax rate stands at approximately 0.79 compared to Fox River's 0.27. For instance, a home on Fox Creek Drive in Campton Hills paying $1,548.28 annually to Elburn would see that drop to an estimated $524.44 under Fox River—a savings of $1,023.84. On the smaller end, some households might save around $350.
Should the disconnection pass, Callaghan stated that the Elburn district wouldn’t immediately know how much revenue they’d lose until the levy is set. "We’ll do everything possible to avoid layoffs," he added. "We still need to serve the remaining 20,000 people in our district."
Both fire districts impose EMS fees, a common practice, with varying rates depending on residency and ambulance type. Benson addressed accusations that his district charges fees for fire responses, clarifying that while they don’t typically do so, their cost recovery ordinance allows them to charge in specific situations like arsons or false alarms if the individual refuses to rectify the issue.
