Chinese non-metallic mining management in general can be divided into four stages.

The first phase was the establishment of New China until 1956 . The exploration and exploration of non-metallic mineral resources in China is mainly undertaken by the Ministry of Geology, and the mining and production of non-metallic mines is the responsibility of the Ministry of Heavy Industry at that time. The second phase was from 1956 to 1966 . In 1956 , the state organs were reorganized and adjusted, and the industrial departments such as the Ministry of Building Materials Industry, the Ministry of Chemical Industry and the Ministry of Metallurgical Industry were established. The Geological Bureau or the Department of Geology was established in several industrial departments to be responsible for the exploration of various minerals in various departments. In 1958 , most of the geological exploration teams of the above-mentioned industrial sectors were incorporated into the Ministry of Geology. In the same year, the Ministry of Construction Materials Industry and the Department of Architectural Engineering merged into the Department of Construction Engineering. In 1960 , the geological team that belonged to various industrial sectors was relocated to the heads of various industrial departments from the Ministry of Geology. The construction project is divided into cement, glass, ceramic and other building materials and mining and production of nine non-metallic minerals such as gypsum , graphite , kaolin , asbestos , mica , talc , diamond , blue asbestos and crystal . The Ministry of Chemical Industry is responsible for the production and production of sulfur, phosphorus , potassium salts and boron . The Ministry of Metallurgical Industry is responsible for the mining and production of fluorite , magnesite , and refractory clay . The Ministry of Light Industry manages salt production.

The third stage was from 1966 to 1978 . During the Cultural Revolution, the state institutions experienced many adjustments and changes. In 1970, the state revoked the Ministry of Chemical Industry, the Ministry of the former Ministry of Chemical Industry and coal industry, the Ministry of petroleum industry merged to form the Ministry of fuel chemical industry, chemical mining companies all delegated to place. The Ministry of Construction also experienced many major organizational changes. The Ministry of Geology was revoked and the Geological Bureau of the State Planning Commission was replaced.

The fourth stage was from 1978 to 1997 . After the Third Plenary Session of the Eleventh Central Committee of the Party, the production and management of China's non-metallic mining began to return to normal. The Ministry of Geology ( later changed to the Ministry of Geology and Mineral Resources ) is responsible for the main geological exploration and administrative management of non-metallic mineral resources, the geological exploration of non-metallic minerals of chemical raw materials and the management of the Ministry of Chemical Industry of the mining industry, and the partial geological exploration of metallurgical auxiliary raw materials and minerals. The mining industry is under the management of the Ministry of Metallurgical Industry. The salt industry is managed by the Ministry of Light Industry ( later changed to the China National Light Industry Council ) , part of the geological exploration of building materials and other non-metallic minerals, and the national building materials under the management of the National Economic Committee established in 1985. Bureau of Management; In 1994 , the State Council determined that the State Bureau of Building Materials was the national bureau under the administration of the State Economic and Trade Commission and became the functional agency for the management of the national building materials industry ( including building materials, non-metallic minerals and inorganic non-metallic new materials ) .

In March 1998 , according to the State Council’s institutional reform plan approved by the first meeting of the Ninth National People’s Congress, the Ministry of Chemical Industry, the Ministry of Metallurgical Industry, the Ministry of Geology and Mineral Resources, and the China National Light Industry Association were cancelled, and the Ministry of Land and Resources was newly established. And the National Metallurgical Industry Bureau, the National Petroleum and Chemical Industry Bureau, the National Light Industry Bureau and the National Building Materials Industry Bureau, which are managed by the State Economic and Trade Commission. The administrative functions of mineral resources such as the former Ministry of Geology and Minerals, the Ministry of Metallurgical Industry, and the Ministry of Chemical Industry are included in the Ministry of Land and Resources; the metallurgical auxiliary raw materials mining is managed by the State Metallurgical Industry Bureau; the non-metallic mining of chemical raw materials is managed by the National Petroleum and Chemical Industry Bureau; The salt industry is managed by the National Light Industry Bureau; building materials and other non-metal mining are managed by the State Building Materials Industry Bureau.
