There are several conditions for private petrochemical enterprises to “go global”. First, it is necessary to liberalize the power of private petroleum enterprises with conditions to import crude oil. The domestic oil industry is highly monopolized. This requires careful study and continuous reform. We must encourage the diversification of oil importers and open up to private petrochemical companies. Second, privately-owned petrochemical companies must have financial support for going global. At present, China's state-owned enterprises have aroused the vigilance of the United States and other major countries on the issue of oil resources. In contrast, private enterprises have a clear tendency to acquire resources that are non-politicized, and have received much less resistance. However, due to China's current practice of foreign exchange control and quota restrictions, many private enterprises have bought oil abroad but have not come back, or even if they find oil, they have not paid for their means and capabilities. This has caused us to repeatedly miss business opportunities. Therefore, it is recommended that the National Development Bank and the Export-Import Bank give special policies to these private enterprises and use the state's foreign exchange reserves in exchange for low-cost resources. Third, when necessary, it urges large-scale state-owned petrochemical companies to cooperate with private petrochemical companies in the “going out” strategy. Fourth, it is recommended that the National Development and Reform Commission and the Ministry of Commerce should first select several representative private enterprises to conduct pilot projects nationwide and then gradually promote them.
