The plan of the Arab League to implement economic sanctions against Syria will take effect on December 3. Industry sources said that this will lead to a large number of polymer producers evacuating from the Gulf region, thereby hindering the polymer trade in the region.

On November 27th, foreign ministers from 19 Arab League countries held a meeting in Cairo and voted to impose economic sanctions on Syria. The sanctions include freezing the assets of Syria in the Arab League countries and ending the Arab League’s investment activities in Syria, which means that the Arab League will suspend its contacts with the Syrian Central Bank. Market participants pointed out that the implementation of a series of sanctions will limit the Syrian polymer trading activities.

Syria is the largest consumer of polyethylene and polypropylene in the eastern Mediterranean and is also a major customer of many polymer producers in the Gulf Cooperation Council (GCC) region. In 2010, Syria consumed 200,000 tons of polyethylene. Polypropylene 100,000 tons. In spite of the ongoing violence in central Syria in recent months, demand for polyethylene and polypropylene in northern Syria has picked up.

A supplier from Jordan said: “In the northwestern region of Syria, we received a lot of customer inquiries and orders from Aleppo. When the sanctions came out, we had to transport the goods by sea because Syria’s assets were met. When it freezes, the payment becomes very troublesome.” The dealer added that in order to avoid going overland, he had to open up cargo transportation channels outside the Middle East. GCC polyethylene and polypropylene producers said they have announced the cancellation of regular supplies to Syria in December.

According to industry insiders, because many manufacturers have already established stock bases in Syria, sanctions will make these stocks difficult to digest in the short term. In addition, because there is no news of the border blockade between Syria and Saudi Arabia, part of the goods previously traded by Saudi Arabia are still being shipped to Syria, which further increases the pressure on Syria's local inventory.
