The development process of modern agriculture is a process of continuous "breaking down" of traditional agriculture, as well as a process of understanding the law, respecting the law, controlling and applying the law to guide development. From scattered and extensive family management to a certain scale of family farms and corporate intensive management; from cumbersome labor mainly relying on manpower and animal power consumption to completing mechanization and intelligent replacement operations; from self-sufficient small-scale peasant economy to agricultural scale and socialization , professional industrial economy; from the lack of cultural and professional knowledge base, the experience of traditional farmers to the cultivation of knowledge, science, management of professional farmers and so on. The development process of modern agriculture is inseparable from the improvement of productivity level and the change of production relations.

Today, many problems encountered in the development of modern agriculture are often intertwined in terms of concepts, policies, work, systems and mechanisms, which are difficult and relevant. For example, the implementation of land ownership, contracting rights, separation of management rights, and farmers' autonomy, choice, and participation rights in development through deepening reforms to achieve a better fit. At this stage, what kind of ideas and measures are adopted by farmers in their management, wages and property income, in order to increase simultaneously. In the reform policy of farmers' contracted land shares and mortgage loans, it is necessary to strengthen the work in order to promote implementation in more places. Allowing urban industrial and commercial capital to “go to the countryside” and promoting the collective development of collective economy, management organizations and individual farmers, what supporting policies are needed to enable them to achieve a win-win situation, form a benefit-sharing economy, and achieve sustainable development. These issues are closely related to the law of respect and theoretical innovation, policy innovation, and work innovation. Therefore, in the work, we must understand materialism, learn and use dialectics, think more from the two aspects of productivity and production relations, economic foundation and superstructure, and improve the level of understanding and work from the combination of theory and practice. Only in this way can we reduce policy and work mistakes and accelerate the pace of modern agricultural development.

Implementing supply-side reforms and seizing opportunities to fill the shortcomings of modern agricultural development

China is in the historical stage of rapid development of industrialization, informationization, urbanization and agricultural modernization. However, due to the long-term dual economic structure, agricultural modernization is still a “short board” in the development of “four modernizations”, and the requirements of modern agricultural specialization, socialization, production technology and organizational management modernization, and agricultural and industrial integration. There is a considerable gap. This will inevitably affect the overall situation of the coordinated development of the "four modernizations". Seize the opportunity of the integration of the "four modernizations", implement the development policy of urban support for rural areas and industry to support agriculture, increase investment in rural infrastructure and basic public service facilities, implement agricultural supply-side reforms, change urban-rural divisions, and implement urban-rural integration The integration of the first, second and third industries will certainly gradually fill this "short board" and implement the development concept of innovation, coordination, green, openness and sharing proposed by the Party Central Committee and General Secretary Xi. It is conducive to building a modern agricultural industrial system, production system, management system, improving agricultural quality efficiency and competitiveness, and embarking on a road of agricultural modernization with product safety, resource conservation and environmental friendliness as soon as possible.

It should be noted that nowadays we are in various fields, every link, advanced ideas, innovative management models, high-tech inventions and extensive application of results, big data, cloud computing, and the vigorous development of the Internet. The development has injected a lot of new elements, and the late-developing advantages of China's modern agricultural development are obvious. As long as we do not lose the opportunity, we will continue to deepen reforms and persist in innovation and development. Many contradictions and difficulties will be easily resolved. A modern Chinese style with the characteristics of the times will surely be presented to the world.

Developing modern agriculture is an important way for poor areas to get out of the predicament

According to the current survey of various aspects, the poverty-stricken areas that are concentrated in the contiguous film are roughly divided into two situations. One situation is that there are huge potential for development under the mountains, the forests under the forest, the endowment and underground resources, and the ecological environment. It is only because of various reasons in history that resources are not transformed into economic advantages. At present, as long as the traditional habits of peasants are used to break the traditional habits of the modern large-scale agriculture, the state has introduced more preferential policies in the areas of land, finance, finance, forestry, and water conservancy than the general areas, and increased transportation, energy, and underground and underground. Investment in infrastructure such as pipe network can use policy advantages, ecological and resource advantages to attract more urban industrial and commercial capital to “go to the countryside” to participate, while bringing talent, technology, information and market to the countryside. I believe that as long as in accordance with the ideas of modern agricultural development, and work hard for a few years, the farmers here rely on their own strength, in the development of modern big agriculture, the goal of getting rid of poverty and getting rich will be just around the corner.

In another case, due to lack of resources, poor ecological environment, information occlusion, inconvenient transportation, lack of water and power, and no potential resources available. After several changes in history and nature, there is no value for survival, production and development. It is no longer suitable for human settlements and entrepreneurial development. These places should implement the move of migrants and get rid of poverty. At present, we have the resources and ability to put these people on the spot, in phases and in batches. We plan to reset them to small and medium-sized cities with prosperous economy, more jobs, and good financial returns, so that they can share the fruits of urban reform and development in one step.
