**Representation: Should increase support for domestic high-end equipment

As the "head" of China's machinery industry leading enterprises, Ren Hongbin pays special attention to the development of domestic high-end equipment.

Ren Hongbin said that China's equipment manufacturing industry has entered a new period of rapid development, but it still faces many difficulties in the development and application of the first (set) high-end equipment.

First, it is difficult to implement relying on the project. Most of the high-end equipment is used in key projects. The investment volume of the project is large, and the responsibility of the owners is heavy. The first (set) high-end equipment for independent innovation lacks application performance. Users often do not want to be the first to take risks in order to reduce risks.

Second, there is a lack of reasonable sharing of risks for users to order and use the first (set) domestically produced equipment. Due to the lack of application experience of domestic first-set (sets) high-end equipment, the risk of users when using them is greater than that of imported similar equipment. Therefore, some relevant institutional arrangements should be made by the relevant state agencies on the risk sharing, and it is promised that the state will deliver part of the insurance premiums. Responsibility for compensating for some of the economic losses in the event of a risk. However, this mechanism is not yet perfect.

Third, the lack of sufficient encouragement for users who dare to use the first domestically produced (set) high-end equipment. At present, the encouragement of relevant state departments mostly stays in the spirit, and is not linked to the extra savings that the user may obtain for the country's economical investment due to support of domestically-produced equipment and the domestic equipment is put into operation. The incentive is not sufficient.

The fourth is the lack of effective encouragement for the development of the first unit (sets) of localized high-end equipment. Enterprises that develop high-end equipment need to pay a lot of funds and manpower. At present, the state's support and support methods need to be further improved.

Fifth, the weak foundation supporting the autonomous development of high-end equipment has severely restricted the development of the host computer. The development of the core key components and parts manufacturing industry of high-end equipment in China has been lagging behind for a long time, and it has been difficult to meet the matching needs of the host equipment. It has become a bottleneck restricting independent innovation of high-end equipment.

Ren Hongbin suggested that a government procurement law (or regulation) should be formulated to give reasonable and reasonable protection to the market for certain domestically-made high-end equipment; for high-end equipment that needs to speed up the localization of specific needs, if the user uses the first domestic (set) equipment. When a major loss occurs, the state will compensate the user for a certain percentage of the losses; when the user uses the first domestic (set) high-end equipment, it should allow the investment saved from the imported equipment and the cost of the domestic equipment to be put into operation. A certain percentage of the excess returns generated from the reduction will be used to reward the relevant personnel; the State shall grant subsidies and rewards to the development units and related individuals of domestic high-end equipment that have been proved to be successful by the users; the relevant departments are in the “Twelfth Five-Year Plan”, Especially in the "high-end equipment manufacturing industry" special plan, we should give full attention to high-end basic components and increase the support of national financial funds and related support policies.
