The program pointed out that the power battery is the heart of electric vehicles and the key to the development of the new energy vehicle industry. After more than ten years of development, China's power battery industry has made great progress, but the performance, quality and cost of power battery products are still difficult to meet the needs of new energy vehicles, especially in basic key materials, system integration technology, manufacturing equipment and processes. The program proposes five main objectives:

First, the performance of the product has increased significantly. By 2020, the specific energy of the new lithium-ion battery unit exceeds 300 watt-hours/kg; the system's specific energy strives to reach 260 watt-hours/kg, the cost is reduced to below 1 yuan/watt hour, and the use environment is -30 °C to 55 °C. Can have 3C charging capability. By 2025, the new system's power battery technology has made breakthroughs, with a monomer specific energy of 500 watt-hours/kg.

Second, product safety meets the needs of large-scale use. New materials are widely used, intelligent manufacturing and consistency control levels are significantly improved, product design and system integration meet functional safety requirements, enabling safe production and use throughout the life cycle.

The third is the rational and orderly development of the industrial scale. By 2020, the total capacity of the power battery industry will exceed 100 billion watt-hours, forming a leading enterprise with an international competitiveness in production and sales of more than 40 billion watt-hours.

Fourth, major breakthroughs were made in key materials and components. By 2020, key materials and components such as positive and negative electrodes, diaphragms and electrolytes will reach the international first-class level, and the upstream industrial chain will achieve balanced and coordinated development, forming an innovative backbone enterprise with core competitiveness.

Fifth, high-end equipment supports the development of the industry. By 2020, equipment such as R&D, manufacturing, test verification, and recycling of power batteries will be automated and intelligently developed, production efficiency and quality control levels will be significantly improved, and manufacturing costs will be significantly reduced.

The program proposes nine key tasks, including building a power battery innovation center, implementing a power battery upgrading project, strengthening the research of new system power batteries, promoting the coordinated development of the entire industry chain, improving product quality and safety, accelerating the construction of a sound standard system, and strengthening test analysis and Evaluate capacity building, establish and improve safety supervision systems, and accelerate the development and industrialization of key equipment.

The plan also pointed out that the government's investment to guide the role of social capital, encourage the use of social capital to set up a power battery industry development fund, and increase support for power battery industrialization technology.
